New Windows version 1.89f fixes small bugs

I haven't had much time to work due to the illness of my daughter this week, but here it comes - the next version.

+ fix for the form resize bug, when code changes the size of a form
+ global variables may now be used together with REDIM and empty dimension declared
+ some other minor bugs

The next step, is the requested treeview header feature and frame as containers.
